Yes, your pond is outside..... but being that it's on private property, it's essentially an outdoor FISH AQUARIUM.
So if you have fish in there... and you >ahem< supplement the water with nutrients [img]wink.gif[/img] and you grow them as BIG AS YOU WANT...
... how can that be a fair comparison to public access fish?

to be an aquarium; it'd need to have a below ground window so you could see the fish...so, when is that going in?
